Six people in Osaka for four days is almost never six people in Osaka for four days. Osaka sits within an hour of Nara, Kobe, Himeji and Kyoto, and Universal Studios Japan eats a full day on its own, so at some point your group splits. That split, not the price, is what should decide your setup.

Plan for the day your group divides

Most groups of six book one pocket Wi-Fi router, and on a normal Dotonbori-and-Shinsaibashi day that’s the right call. The problem arrives on day three, when four people want USJ and two want a Nara day trip. One router cannot be in Konohana-ku and Nara at the same time, and whichever subgroup doesn’t have it spends the day offline in the city where they most need maps and meeting-point messages.

So the question isn’t “is one router enough for six devices?” It’s “how many places will this group be at once?” Answer that first, then buy.

The tethering cap most groups don’t check

The obvious cheap workaround is for one person to buy an unlimited SIM and tether everyone else. It runs into a limit that isn’t obvious on the product page. “Unlimited” on a travel SIM usually means unlimited on that phone. Hotspot use is capped separately:

The Osaka Metro is shallow and well-covered, but the long underground passages around Umeda are where groups physically lose each other. If the router carrier takes the subway and two people take the Midosuji-line walkway above, the Wi-Fi link drops long before anyone notices.

Count your split days. Zero split days, one router. One or more split days, two routers: the second rental is cheaper than the alternatives and removes the whole problem.
